The National Cancer Institute (NCI) is establishing a new Cancer Screening Research Network (CSRN). The CSRN will conduct rigorous, multi-center cancer screening trials and related studies with large and diverse populations in a variety of health care settings, with the goal of reducing cancer-related morbidity and mortality. Cancer screening provides a unique opportunity to diagnose cancers and pre-cancerous lesions before symptoms develop. New and emerging technologies, including Multi-Cancer Detection assays (MCDs), are rapidly coming forward for commercial availability but well-conceived randomized controlled trials to evaluate them are lacking. As an initial effort, the CSRN will develop a feasibility study, called a Vanguard study, to inform the design of future large-scale clinical trials to assess a variety of cancer screening modalities.

The network is comprised of Accrual, Enrollment, and Screening Site (ACCESS) Hubs; a Statistics and Data Management Center (SDMC); and a Coordinating and Communication Center (CCC). We are seeking an Operations Manager for the newly funded CCC and SDMC activities in the Cancer Screening Research Network. Under general supervision, the operations manager is the operational point person for all CSRN activities, independently providing day-to-day operational leadership for the CCC and SDMC. This role will manage collaborations with all other CSRN investigators and staff, soliciting direction or assistance from the CCC/SDMC principal investigators (MPIs) as required.

The CCC and SDMC are co-located in the Public Health Sciences Division (PHS) at Fred Hutch under two separate grants. The CCC will coordinate study operations, develop and implement communication activities, and provide trial infrastructure, including management of meetings and maintaining protocol and network guideline-related information. The SDMC will lead the statistical design, data management, analysis, and reporting for the CSRN.

Responsibilities
    Work with the CCC and SDMC MPIs to coordinate the activities of scientific staff of the CSRN at Fred Hutch.
  • Develop timelines and ensure deliverables are completed within project timelines. When applicable, ensure MPIs have appropriate tools and materials to meet timelines.
  • Provide oversight to CCC, SDMC, and Access Hub staff across the network responsible for fielding questions, including questions in relation to the protocol, training and quality assurance, assays, information systems, reporting, regulatory affairs, subcontracts, and site payments.
  • Build and maintain positive and productive working relationships with all CSRN Investigators and staff.
  • Provide administrative and budget oversight for the CCC and SDMC. Allocate and monitor effort and progress; redistribute or negotiate addition of resources as required.
  • Develop content and agendas to guide multiple CSRN committees. Centralize and incorporate committee feedback to ensure network operations are consistent with committee recommendations.
  • Develop and implement management systems for internal communications and coordination, and for overseeing communications with ACCESS Hub staff.
  • Work with SDMC MPIs to oversee development of data management systems and statistical reporting.
  • Along with internal and external stakeholders, define network goals, resources, timelines, and priorities.
  • Prepare, present and submit progress reports on specific projects/network's activities to internal and external audiences.
  • Support publications and presentations and general dissemination resulting from network projects.
  • Perform other responsibilities as required.
Qualifications

MINIMUM QUALIFICATIONS:

  • Master's degree in a related field or equivalent experience.
  • Minimum of 5+ years of related program or project management experience, including budget oversight.
  • Expert skill with the Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), Adobe Acrobat, and other relevant software.
  • Demonstrated ability to manage and coordinate multiple complex projects or programs in a research and/or healthcare setting simultaneously, and meet deadlines.
  • Excellent critical thinking and problem-solving skills, resourcefulness, data-driven decision making/forecasting, and a results-oriented approach to solving problems.
  • Excellent communication and interpersonal skills, including the ability to listen carefully, think strategically, ask critical questions diplomatically and use discretion.
  • Ability to perform technical writing for a variety of documents, including abstracts, manuscripts and operations manuals.
  • Knowledge of database systems and data management.
  • Service-oriented, solutions-focused, positive and professional approach. Demonstrated ability to work within all levels of an organization and across disciplines.

PREFERRED QUALIFICATIONS:

  • Experience in a data coordinating center and/or with clinical trial implementation.
  • Experience or expertise in multi-site cancer screening, early detection or prevention trials.
  • Prior experience implementing or overseeing large data management systems.
  • Prior experience managing NIH-funded grants or contracts.

The annual base salary range for this position is from $104,416.00 to $165,006.40, and pay offered will be based on experience and qualifications. This position may be eligible for relocation assistance.
