This is a full-time, overtime eligible classified staff position on the Olympia Campus of The Evergreen State College.
Position Purpose
Reporting to the Facilities Support Services Manager, this position is responsible for tracking and analyzing various sources of data, providing detailed trend reports and analysis, administering Public Works agreements and contracts, and administration of the Facilities work order system to ensure for continuity of Evergreen operations. The incumbent is also responsible for processing personnel records, performing purchasing, reconciling transactions, payment of utilities, and other types of fiscal operations.
Nature and Scope
Essential Functions
Service Contract Management
  • Study and provide detailed interpretation of maintenance contract terms.
  • Collect and collate data for historical analysis of where extra charges from Service Contractor are happening and identify options to minimize the frequency.
  • Initiate process for contract extension or search for new service contractor; prepare contracts and coordinate contract files.
Data Analysis and Trend Reporting
  • Maintain utilities data workbook; provide utilities cost totals to Residential and Dining Services.
  • Analyze individual utilities historical usage and create reports as requested.
  • Conduct fiscal research and analyze multiple sources of data to determine historical versus current trends or developments and report their significance for utilities and motor pool.
  • Maintain various computerized data processing programs which provide the ability to have immediate analysis of costs and utilization for various Facilities operations (fleet rental, vehicle repair, utilities, work orders, etc.).
Public Works Contract Administration
  • Following state and College regulations and guidelines, initiate advertising for bids, provide for receipt and recording of bids, and prepare, award and coordinate Public Works Consultant agreements and Construction contracts.
  • Maintains Public Works contract and contract documents specifications specific to fiscal and state law requirements.
  • During the life of contract, review and evaluate compliance with fiscal and RCW reporting terms of contracts and identify areas of non-compliance requiring correction.
  • Advise College departmental divisions and staff on procedures involved in contracting for Public Works Consultant agreements and construction.
  • Maintain and update the College's Internal Public Works Contracting Guide and associated forms in accordance with Washington State RCWs, WACs, and Department of Enterprise Services published guidelines.
  • Represent the College at state and regional meetings regarding Public Works and Prevailing Wage laws, processes, and reporting requirements.
  • During legislative sessions, search active legislation for bills that could impact the College's Public Works procedures and requirements, inform appropriate parties of possible effects of proposed changes, and advise effected areas of new requirements or procedures once legislation has passed.
General Administrative Fiscal Support
  • Initiate and process recharges monthly and as needed.
  • Perform data analysis on the College's work order system, provide training as needed and reports as requested, and troubleshoot import/export issues during monthly FUPLOAD creation.
  • Prepare, audit, balance, and submit electronic spreadsheets to Business Services for uploading into automated financial system.
  • Provide interoffice, interagency, contractor, student, staff, and faculty correspondence in person, by email, telephone, and in writing regarding contracts, payroll/personnel documents, operating and capital recharges, and any other information necessary regarding the operations of the Facilities unit.
  • Verify and input purchase requisitions and approve purchase requisitions if Facilities Support Services Manager is unavailable.
Other Duties
  • Provide backup to other Facilities main office positions as needed.
  • Assist in working on new technology initiatives for Facilities.

Knowledge Skills and Abilities
  • Ability to work with students, staff, faculty, inter agency professionals, and business representatives in person, in writing and/or by phone to coordinate contract compliance, documentation, and overall to provide courteous professional customer relations.
  • Ability to analyze data, generate trend reports, and provide recommendations to management or effected parties about what the data means.
  • Skill and ability in invoicing, including reconciling and correcting fiscal related information.
  • Ability to handle multiple priority projects and adapt to frequently changing priorities and expectations.
  • Knowledge of and proficiency in Banner Finance system, Microsoft 365, and Facilities Work Order system, including their interactive and merging capabilities.
  • Knowledge of state and federal laws, regulations, policies, and procedures governing Public Works contracts, agreements, contracts principles, theory, and application, contracts terminology and development, and contracts practices and procedures; ability to research and interpret RCW's and WAC's pertaining to higher education.
  • Ability to write effectively, represent the College in coordination and negotiation with other governmental agencies and private industry, recognize desirable contract terms and provisions, and identify areas and incidents of non-compliance with existing contracts.
  • Ability to maintain multiple functional, operational, and secure filing systems for contract documentation, fiscal records, personnel records, etc. at all times.
  • Ability to work in a team environment with diverse groups.
  • Ability to research and resolve problems of various nature.
  • Ability to communicate effectively with internal and external customers with emphasis on good public relation and customer service skills.
  • Skill and ability in preparing reports and presenting information to a variety of audiences.
  • Ability to make independent decisions.
  • Ability to work independently, effectively, and efficiently.
  • Ability to work under pressure, meet multiple deadlines and timeframes, and handle multiple tasks requiring a high degree of accuracy and attention to detail.
  • Ability to maintain confidentiality.
Minimum Qualifications
Desired Qualifications
  • Three years of fiscal record keeping experience or equivalent education/experience.
  • Working knowledge of public works contracts/agreements.
Conditions of Employment
  • Must provide proof of identity and employment eligibility within three days of beginning work.
  • This position is part of a bargaining unit and covered by a collective bargaining agreement.
  • Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
  • Prior to an official offer of employment, a Declaration Regarding Sexual Misconduct form must be submitted to the college per RCW 28B.112.080. The college will contact current and past employers to verify this information. Applicants who provide inaccurate information in their declaration will be disqualified and, if the inaccuracies are discovered after the applicant has been hired, it shall be grounds for termination.
